Yes. At least there doesnt seem to be any reason why not. A Sysop would have no interest in being the only superintelligent entity in Sysop Space unless its duties required this; and, as discussed previously, a Sysops means of protecting volition would be fundamental and secure enough that even very powerful systems could probably exist on top of its underlying structure without being able to bypass it.
