Why is there a cut-off date for a free upgrade?

Without such a move, many would waste precious learning time on waiting for a new release. Instead of a sharp, cut-off date, we could allow of a smooth price transition, but this, as practise show, introduces lots of confusion with the transition math. In this particular case, the release was announced in advance to gather beta-testers for XML data exchange.
