Why does NEVAC need ICO?
NEVAC needs ICO for a number of reasons, the most important being that ICO is the only way to provide opening schemes for future traffic samples. It is also required for current traffic where there is no CFMU declared opening scheme. The network effects can be quite significant where opening schemes are undefined. For the purposes of a global ECAC simulation, it’s better to have simulated opening schemes in certain centers than none at all.
