Why consider introducing congestion charging rather than finding another way of raising money for transport improvements?
A – There is currently no other feasible way to raise the large sums of money needed for transport improvements in Edinburgh in the short term. A recent survey found that, when the Edinburgh public and businesses were asked to choose between a basic package of transport improvements that could be funded by conventional means, or a larger package of transport improvements funded by the introduction of a congestion charging scheme, both groups favoured the option with the greatest investment in public transport.
