That guy’s name is Frederik de Groot. He is a Dutch actor from the Netherlands and he has appeared in the detective series Bureau Kruislaan and its spin-off Unit 13. Frederik is the spokesman for ING DIRECT and has been asking Canadians to “save your money” since 1997.
