Considering the fact that Microsoft hires people from all over the world, it would be absurd to say that they were all Americans. However, I do believe most of them were Americans. But there were also probably Indians, Canadians and other nationalities on the team.

I believe the majority was made in America, though other little parts (especially translation) could have been done elsewhere. I doubt Microsoft would have released information about this (because no one really cares).

I have read somewhere that a major part of the programming has been done in Israel. Apparently Microsoft has a big R&D center over there.
