That’s unknown. The last we’ve heard of Dr. Cain was the beginning of MMX4, where Cain (still head of Cain Labs) issued a directive dealing with action to be taken with the Repliforce. After this, it’s unknown what happened to him. Capcom most likely simply hasn’t written him into the plot lately, and given his lengthy absence, simply doesn’t need him anymore.
