They keep the essential oils from burning and it is very important that you add them. Because water disperses more readily, you need to replenish it more frequently, and that is why the scent is more pronounced when you use water. Bear in mind that when the water or oil is dispersed into the room, you are inhaling it along with those essential oils, and along with the candle.
