Negotiators continue to meet in Puebla, Mexico – the site of FTAA negotiations – to make progress on the draft services text as well as market access negotiations. • The current draft consolidated services text represents a compilation of proposals submitted to date by individual FTAA countries or groups of countries. Much work remains to be done on this chapter and will require the Negotiating Group on Services to come to consensus on a number of specific issues. • FTAA Members are also pursuing work towards text on specialized services areas such as telecommunications, financial services and temporary entry of natural persons. • Market access negotiations are also ongoing. As of October 2003, a total of 32 of 34 FTAA Member countries had submitted initial offers for services.
