What is the purpose of the I-765 Form?

After waiting for 1hour 30 mins I was told they do not accept walk-ins – I have to fill out a new application, and mail it in along with my I-765 EAD receipt. Once received in the mail it is taking approximately 30 days to process to issue an interim EAD. HELP. 21) I am on an L2 Visa which is valid from September 2003 to September 2005.
