What is the process for unsuccessful bidders?
Once the PCT awards the contract, it will be ratified by the PCT Board and a 10 day standstill (Alcatel) period is enforced. During this period, the PCT is unable to sign the contract and unsuccessful bidders are invited to participate in a debrief, if they so wish, and have the opportunity to raise any issues they have with the decision.
