What is the policy for interviewing?
Interviewing is highly recommended, but not mandatory. Fish and Wildlifes Merit Promotion Plan states, if a supervisor chooses to interview one merit promotion candidate, they must interview all merit promotion candidates. There is no guidance on whether management has to interview all DEU candidates as well as non-competitive candidates, however, for consistency, it is recommended to interview all candidates. Also, the same questions must be asked of all applicants interviewed.
