What is HELM aiming to achieve?
HELM is part of English Heritage’s wider commitment to providing the tools to enable local authorities to manage change in the historic environment with skill and confidence. HELM aims to ensure that the historic environment plays a key role across all aspects of local government from urban regeneration and countryside initiatives to transport strategies.
