It depends on the context. Give this is placed in special education as a category, I’d say you are asking about ability. Communicational skills exist in two forms: 1. Receptive (the ability to listen, understand and then apply that to your own experience) 2. Expressive (the ability to explain what you want to say and to do so clearly through audible speech or through writing so that the other person can understand) So when someone has difficulties with general communicative skills that means all of the above. Having issues with only one type would be explained as ‘specific communication skills in the area of….’ Both Communicative and Expressive communicative issues are difficult to over come but many use pictures or visual cues instead as these are set ideas.
