What is EPA pt IIA?
Primary legislation dealing with contaminated land. The legislation established a tiered system and assessment of responsibility to regulate contaminated land issues, but also introduced a responsibility on landowners to deal with contamination which poses a “significant risk” to occupiers or the environment if the originator of the pollution cannot be demonstrated. In addition, the Groundwater Regulations contributed to the duties with regard to risk assessment for potential contamination to groundwater (underground water that moves through aquifers, replenishing surface water bodies such a streams or rivers).
