It means that there is a high level of airborne particulate. This can be dust or moisture. The effect will be more dramatic when the moon is lower on the horizon, because there is more atmosphere between the viewer and the moon. As the moon gets higher in the sky, the angle of viewing lifts as well, until the moon is at it’s apex. At this point, there is the least amount of atmosphere possible to affect the color. At this point, there will only be a tint of color if there is an inordinately high amount of particulate, due to something like volcanic ash, or if there is an eclipse occurring.
