What does it mean by “make any link added into frames open out into the top most window?

Most link cloakers just embed the actual affiliate link (e.g. http://hop.clickbank.net/?affiliateid/merchantid) into an HTML frame. Say the corresponding HTML file (prod1.html) is then uploaded to a web server as http://www.mysite.com/prod1.html). Before ClickBank implemented the new mechanism, the address bar would show http://www.mysite.com/prod1.html. However, after ClickBank made any link added into HTML frame to open out into the top most web browser window, the address bar would show http://www.merchantsite.com/?hop=affiliateid. The affiliate ID is again being exposed.
