Congress is weak and we behave stupidly with irresponsibility to our Constitutional guarantees, but executive power applies to the Military, and federal offices and employees not we the people.

Executive Power, is anything the is done by the Executive Branch of our Government. There are the Clear Constitutional Powers that are written, giving the Power directly to the President/Executive Branch, then there are tons of power that have gotten created in that Branch, mostly regulatory powers; Remember Congress (Legislative Branch) creates laws then its the Executive Branch that Enforces those laws so they then create their own rules as to how they will Enforce it, on many occasions they expand their powers beyond what was written in the laws, under the claim of needing the additional power to enforce the law, and congress normally is content and don’t question it.
