What are the OATS registration procedures?
All market makers and ECNs that are required to record and report order data to OATS in any phase of OATS and firms required to report in Phase 2 should have returned the Subscriber Initiation and Registration Form to FINRA. In addition, third-parties that will be reporting order information on behalf of members must also register. Phase 3 firms are required to register using the OATS Subscriber Initiation and Registration Form approximately 120 days prior to their OATS Reporting Date. When Phase 3 commences all members that handle manual orders in NASDAQ securities will be required to report.
