My understanding is that 1st wave technology is one that sets up the basic structure needed to support further progress – for example railroads, roads, and communication are needed to get minerals out, people in, etc. It would also include the ability to build durable buildings – bricks, cement making. 2nd wave technology is the advanced making of tools, but still working by hand and hand fitting parts together.
