In mass duplication the discs and paper materials are run with a few extra pieces, or overs. When the automated packaging machines assemble your discs and printing into the case, there will be the occasional jams, resulting in wrinkled paper, etc. Theses units are not shipped to you. Instead, the final billed quantity will be adjusted to reflect the number of units actually shipped to you. This can be slightly over or slightly under the ordered quantity. Orders of less than 5000 are subject to a +/- 10% over/under, while orders or 5,000 and up are subject to a +/- 5% over/under.
