No, you do not need to query first. The PDS is an alternative to the traditional query you submit to the Data Banks. When you enroll a practitioner in PDS, you will receive an Enrollment Confirmation and all reports that matched the subject information you submitted, i.e. a query response. However, if the practitioner is not appointed to your staff, you must immediately cancel the PDS enrollment to avoid potentially receiving new or updated reports that you are not entitled to receive.
