This occurs because you are using the Java Runtime Environment (JRE) rather than the Java Development Kit (JDK). Make sure that you download J2SE 1.4.2+ SDK. After you install it, then change the bat or shell script from java to {your_jdk _path}/bin/java to make sure that you are pointing to the JDK.
