No and no. WinAMP is very popular as a decoder because of it’s popularity as a player, but the links in [5.3] will take you to some other decoders. www.mp3bench.com lists some interesting information about decoders and their bitrates. While WinAMP will decode at 32 or 64 bits, NAD decodes at 110 bits and reportedly delivers the highest quality .wav output. NAD is available at: http://nad.inept.
