No, there is not. It does not matter whether the patent holder is actively using the patent. However, in some countries, the right holder is required to provide a sufficient number of products based on the patented invention on the national market (by import or by production). Otherwise, after 3 years from the date when the patent was granted, it is possible to use the invention without the right holder’s permission based on a compulsory license.
