I think its perfectly reasonable once a toddler/child understands that their behaviour is naughty or not acceptable that you should be allowed to smack them preferably on the hand or the leg. Not hard so as to hurt them physically but just for them to understand that there are boundaries that they have to stay within. For instance telling a child “throwing sugar in your baby sisters eyes hurts her, if you throw sugar at your baby sister again you will get a smack”. As long as the child understands the language and reasoning its quite appropriate to give them a smack if they defy you. You have to be consistent and eventually the the tone of your voice and the threat of a smack will mean that they cease being naughty. It worked with my 2, my son in particular was always pushing the boundaries of what I would tolerate.
