For this year, the user does not need to attach in e-snaps the Applicant’s Code of Conduct, if: 1. the Code of Conduct was submitted to HUD along with the SF-424 for the FY2005, FY2006, FY2007, or FY2008 competition, and the information has not changed; or 2….
