This happens because the Silverlight installation tries to download the Silverlight Developer Runtime and cannot access the server. Try following these steps in order to perform the installation: • Download and save the Microsoft Silverlight 3 Tools for VS 2008 SP1 to your workstation. • Create a new directory on your workstation. • From the command prompt, run the following command: “silverlight3_tools.exe /x”. • Specify the directory you created in step 2. • Download and save the Silverlight Developer Runtime to the directory you created in step 2. • Run SPInstaller.exe which is currently in the directory that you created in step 2. • Once the installation is finished, you may delete the directory you created in step 2.
