Extensive progress has already been made in defining consensus-based quality measures that can be adopted by both public and private sector interests. The Federal government will continue to promote broad public-private partnerships for the development and adoption of additional measures and will be coordinating with existing partnerships across the country to advance the use of these measures. Consequently, employers are encouraged to request that health insurance plans adopt standard nationally accepted measures in their approaches. Employers and other purchasers also are encouraged to work with health insurance plans to actively participate in regional public-private collaboratives and incorporate the results of these efforts into their broader efforts to promote transparency and performance measurement. Employers are also encouraged to participate in the BQI project, as described above.
