Usually (for me) the best way to avoid it is definitely soaking in the bath for a while to soften up the hairs, and then use a lot of shaving cream or soap (what ever you prefer) and at first go downwards (ALWAYS USE A SHARP RAZOR! ) and then if you want a closer shave, gently go upwards.
