You might want to call your service provider and make sure they allow for outgoing international text messaging. Some carriers will disable all outgoing international services and will only enable them after the customer requests the service on their line. As far as sending an international text, you will use the same dialing pattern you use to call the phone number: + or 011 country code then phone number.
