You need to understand why they are not following the procedures, open a dialogue about the team’s objectives and map the “as-is” procedures. After this is done map your “to-be” procedures, keeping in mind the agreed objectives, these may also be similar to the “as-is”. Here you should also define the roles each team member plays in the procedures. To implement the procedures, I propose impose them by order of outcome, and following adequate training, track, monitor and evolve. Having said all that, you may find there is some incompatibility between goals of the procedures, personal goals and the organisational goals, in which case procedures will never go the way you want. Basically, these goals compete for priority and when one is lower in order to achieve it has an opportunity costs to the actor. For example, in a call centre
