As mentioned, the FBI has a contact page. For a US citizen the background check for this kind of work is extremely intense. It would involve talking to neighbors, family members, close associates. Where security matters, these checks will come to a dead stop if a citizen has even spent significant time in a foreign country on personal business. I really doubt that you would be given a chance to discuss the predicates of US Aircraft security without that background check. Curious, do you have any idea how many aircraft fly in, through and around the US every day?
