Ideally, you should use context-independent texts or introduce the complex articles only when they can be understood. You can only manipulate values and deadlines. If B is dependent on A, the value of A should naturally be higher but A may still not surface on top of the tasklist if it is long enough. In such cases you might use deadlines to postpone reading B by a chosen period.
