How is MOE calculated?
Per 34 CFR 299.5: In calculating MOE, the state agency shall consider only the LEA’s expenditures from state and local funds for free public education. These include: administration, instruction, attendance and health services, pupil transportation services, operation and maintenance of plant, fixed charges, deficits for food services and student body activities. TEA uses expenditure information from PEIMS to calculate MOE for LEAs.
