The MBTA must comply with Title VI of the federal Civil Rights Act of 1964 to ensure that it does not discriminate in the provision of its services—intentionally or unintentionally—on the basis of race, color, or national origin. The MBTA monitors its services on a regular basis to analyze performance in minority and nonminority areas and reports the results to the Federal Transit Administration every three years. For the purpose of Title VI reporting, a minority area (for example, a minority neighborhood or census tract) is defined as one where the proportion of minority persons residing in that area exceeds the average proportion of minority persons in the whole transit service area. To be designated as a “minority-neighborhood” bus route or rail line, the route/line must have least one third of its route-miles in minority areas.
