This ensures that before someone can view your protected documents they must have first received a license from you so they can install the free secure PDF viewer software and register it. The licenses you issue are one-time use (unless you specify otherwise), so once someone has registered they cannot do it again on another computer. This prevents license sharing. The keys used to decrypt the secure PDF files cannot be extracted from the system (they are encrypted for individual machines), and therefore they cannot be given to others.
