How do servers get allocated to `primary, `backup, and `alternate roles ?
AWhen a cluster starts up from the state where all servers are down, the roles are determined by startup-time, andnotby the priority settings in the admin tool. The first server to come up will be the primary; subsequent servers will be backups until the set number of backups is reached. Anything else will be an alternate or a local. If the server is listed in the cluster priority list then it will be an alternate; otherwise it will be a local. If a primary fails, then the backup with the highest priority is promoted to become the new primary. This leaves a space for a new backup, which is filled by the highest priority alternate.
