In the event of a tied CBA score for two or more vendors with awards within the same set-asides and same resource category within the same dispatch center, VIPR will apply a Labor Surplus Area ( LSA) preference in an attempt to break the tie. The LSA preferences will be: • = LSA status • = No LSA status If a tie still exists (e.g., two or more vendors are in a Department of Labor (DOL)-specified LSA or neither one is in an LSA), then VIPR applies a random programmatic function to resolve the tie and determine the ranking for those vendors on the DPL. NOTE: The LSA is a field added to the Vendor Company Information form. To determine if you are in an LSA, go to the Department of Labor Web site at http://www.doleta.gov/programs/lsa.cfm.
