Fingerprints can be captured digitally or using ink. The preferred method is digitally via  an FBI IAFIS Approved livescan system. There are many systems listed on this approved list. Here is a link to where you would find the approved livescan systems. https://www.fbibiospecs.org/IAFIS/Default.aspx The digital records are typically sent to the FBI and state Departments of Justice (DoJ), but those are not the only channels through which livescan transactions are submitted. The channel through which you’d need to submit digital fingerprint records really depends on the type of transaction and the state in which you reside.

Fingerprints are primarily taken through the use of LiveScan technology. LiveScan captures fingerprints electronically and transmits the fingerprints directly to DCJS, and the FBI, to obtain criminal history information. With LiveScan, a scanner and computer are used rather than the traditional ink pad and paper card. Rather than rolling the fingers in ink, a person lays his/her hand on top of the scanner screen. The information is then automatically transmitted to DCJS and the FBI. Most of the State Operated Psychiatric Centers have this technology available to applicants.Sites that do not have access to the LiveScan technology will take fingerprints through the traditional “ink and roll” method. The fingerprint cards will be sent by the entity that took the prints to BCHI, where they will be scanned and transmitted to DCJS and the FBI electronically.
