Whitewater independent counsel Kenneth Starr is investigating whether Clinton lied under oath about the nature of his relationship with former intern Monica S. Lewinsky, urged Lewinsky to lie under oath or in other ways obstructed justice in relation to evidence being gathered for the now-dismissed Paula Jones civil lawsuit.
