They are just connection points for the cable that transmits the signal from your PC to the monitor. To use either you need the correct socket on the Graphics output socket to be the same as the monitor and a compatible cable. Although you can get a VGA to DVi adaptor this does not give you the same quality as a pure DVi Signal. You should use the one most compatible with your output device. DVi is digital, VGA is effectively Analogue in comparison. You will get a better signal, faster response and refresh rates from the DVi socket whether your PC is slow or super fast. Obviously the faster your PC specifications the better it performs as it will have a more dedicated data streaming not affected by other strains on the system resources. Generally you will not notice the difference in output from a slow machine unless it is “really” slow, and you would get the same effect if it was on DVi or VGA as it is a system thing not a monitor thing.
