Does the final EIS include all of the information in the draft EIS?
Yes, in most cases. The draft EIS is exactly that—a draft. The final EIS may be significantly different from the draft because the lead agency revises the EIS based on comments and new information learned. The final EIS also includes all comments received on the draft EIS, and the lead agency’s responses. If no significant comments are received, the lead agency may choose to simply issue a new fact sheet (which may also include an addendum) to be attached to the draft document.
