Does an organization need to have an existing network of organizations that can serve as subgrantees in order to be eligible to receive the grant?
No. Absolute Priority #2 describes the requirements surrounding the subgrants. Part (c) requires that the grantee conduct a competitive process to select the subgrantees. Note that the application submitted to the Department of Education must describe the process the grantee will use to select the subgrantees.
