Can you obtain a different monitor and hook it up so we find if it is a monitor problem or a video problem (we only need it for a few seconds)? If you hook up a new monitor and the problem is not there then you can try setting you monitor back to factory defaults by using the buttons on the front. if that doesn’t work you may need a new monitor if it is not under warranty. Check newegg.com they are the cheapest. If you hook up another monitor and the problem is still there let me know and we can diagnose your video card.
