The New Jersey After 3 program model is built on the public/private partnership between a single nonprofit entity and a single public school. There can only be one lead applicant per program. However, if there is a compelling reason that another entity might strengthen a particular program, the lead entity could subcontract with another entity to address that specific need. 60.
