Yes, the exponential notation lets you move the decimal point in a number. By using this notation you can simplify numbers by getting rid of zeros. So in order to write 5000 (5*103) you only have to write 5E3. Same thing if you want to write the value 0.007 (7*10-3) just write 7E-3.
