Can a firm associate with another firm for an EOI?

Yes. A firm submitting an EOI may associate with any other firm(s) it chooses. The associate firm(s) may be from the same country or any other ADB member country. However, when the ADB selection committee reviews the EOIs and selects firms for the shortlist, the lead firm’s capacity to carry out the consultant’s responsibilities related to the project and the contract will be the primary determinant. ADB will only sign a contract with the lead firm that is finally selected – not with any associate firm(s) – and will hold the lead firm responsible for providing all the consulting services included in the contract.
