.No, sandbags may be placed on any land hex, including a hex with a bridge.Sandbags on a bridge hex or on a hex with no other terrain feature will reduce the number of Battle dice rolled by 1 when attacked by Infantry or Armor.Sandbags when on a hex with other terrain, will only allow a unit to ignore the first flag rolled against it. That is because battle dice terrain reductions in the same hex are not cumulative.
