I don’t actually know the answer, but I would guess they are public domain. Almost all government documents are public domain (like Supreme Court opinions, statutes, administrative agency regulations, etc.). I think another relevant factor is the images on U.S. Currency, for the most part, are really old, so if they were under copyright at one time, they might not be anymore. Um . . . I should add the fact you can’t just go around printing money though. Counterfeit laws still apply. You might try poking around the Treasury Department’s web site.
